The paper stresses the importance of infrastructure development as a catalyst for growth, but that the perennial problem of lack of fiscal space and budget deficits resulted in low infrastructure spending, negatively affecting our country's competitiveness.  It discusses how public-private partnerships (PPP) scheme can be improved to become an affective alternative method to finance large-scale public works projects.  Based on the experience of past governments under the Build-Operate-Transfer (BOT) scheme, the paper emphasizes the need to amend certain provisions of the BOT Law, make transparent BOT contracts, and address institutional issues in the formulation and implementation of BOT projects.
