The study focuses on the merits and drawbacks of putting a cap on interest rate charges of credit card bills.  In particular, it examines the experiences of other countries which have introduced the same regulation to support or counter the various arguments.  A brief background of the credit card industry is also presented to provide the context for the analysis.  The paper concludes with some recommendations emphasizing the importance of a credit rating system for borrowers, financial literacy campaigns on credit card use, and the need to study the regulatory environment and practices of credit card providers in ASEAN countries that offer lower interest rates.
