EPIRA@10: Revving Up Reforms in the Philippine Power Sector

This report is based on the proceedings from the forum “EPIRA @ 10: Revving-up Reforms in the Philippine Water Sector.” Specifically, it presents an assessment of results of EPIRA reforms after its implementation in 2001, in which it found out that significant achievements were made in the areas of privatization of NPC generation assets, including the transfer of energy output of IPP contracts to administrators.
It also presents an outlook on Philippine electric power industry supply security and policy assessment, and also explains the root causes and proposed solutions of high power rates in the country. The paper also surfaces the emerging issues and challenges towards the implementation of EPIRA such has the auction of long-term supply contracts, separation of generation from distribution, privatization, cross-ownership, among others
