The article is based on the study presented by Dr. Danilo C. Israel on 3 July 2013 at the House of Representatives as part of a seminar series on Zero-Based Budgeting. The study assesses the reforestation program of the Department of Environment and Natural Resources, i.e., whether the program has been efficient and effective in achieving its objectives.
The reforestation program of the DENR is one of the projects assessed by PIDS using the ZBB approach to determine if the program has been successful in attaining its objective.
The specific objectives of the study are: a ) to assess the accomplishment of the reforestation program of the Department of Environment and Natural Resources (DENR) for the past 20 years and determine the causes of delays in its implementation; b) to determine if the program has been implemented efficientl y an d effectively in achieving its objectives; c) to understand the National Greening Program (NGP) in terms of its coverage, modalities, annual targets and cost and see if it addresses the issues and problems identifie d i n th e reforestati on progr am a nd the measures to ensure the success of the program; and d) to assess existing plans for reforestation and other tree planting programs and suggest measures for improvement considering the annual targets and annual funding requirements of DENR out of the goal set under the NGP. >>read complete document
