Republic Act No. 11469, otherwise known as the Bayanihan to Heal as One Act, provides the legal basis for the President to exercise temporary budgetary measures in order to mobilize public funds more quickly in response to the crisis brought about by COVID-19. While ideally no public funds will be spent other than what the General Appropriation Act (GAA) provides for, RA 11469 in a way gives the President the discretion to "reformulate" the national budget — making it responsive to the urgent needs of managing the health crisis.
