The paper argues that tight fiscal space must not be an excuse for government to compress spending which eventually results to poor growth.  Instead of revenue target of P1.57 billion (15.3% of GDP), collections must be upped to P1.8 billion (16% of GDP) to satisfy ideal public spending on education, infrastructure and health. Thus, tax-to-GDP ratio must increase from 12.1% to the level set by low-middle income economies (19.6% average).  It is imperative to assess policy weaknesses and identify other revenue sources.
