As input to the deliberation of the proposed budget for FY 2011, the CPBRD examines the reliability of the revenue program that supports the target spending program for the year. This paper looks back at past revenue performance (2009 and earlier) and identifies contributing factors for the increase (decline) in tax collections. It also estimates the likely revenue take of the Bureau of Internal Revenue, Bureau of Customs and other revenue-collecting agencies of government for the years 2010 and 2011.
