Immediately after his State of the Nation Address (SONA), President Rodrigo Roa Duterte submitted to Congress a proposed obligation budget amounting to P3.77 trillion for 2018, 12.4 percent higher than the P3.40 trillion budget in 2017. The proposed budget is equivalent to 21.6 percent of gross domestic product (GDP), slightly higher than the 21.1 percent in 2017. In his 2018 Budget Message, the President recognized that to effect real change, the government must adopt a more activist budget aimed at fulfilling the longing of the Filipino people for a better life “in peaceful and safer communities, with enhanced opportunities for advancement, and supported by convenient, reliable services from their government”.
As stated in The President’s 2018 Budget Message, the proposed budget is anchored on the medium-term plan of this administration – the Philippine Development Plan (PDP) 2017-2022 - which largely stems from the 10-point Socioeconomic Agenda. It is also the first medium-term plan that supports the AmBisyon Natin 2040 which represents the collective long-term vision and aspirations of Filipinos of enjoying a “matatag, maginhawa, at panatag na buhay” by 2040.
