In a survey commissioned by the National Economic and Development Authority (NEDA) in 2015, a number of Filipinos was asked about the life they want to live in the year 2040, and they answered, “a strongly rooted, comfortable, and secure life.” That vision by ordinary Filipinos was translated by the government into “matatag, maginhawa, at panatag na buhay” (NEDA, 2016). A strongly rooted life or matatag na buhay is described as having enough time for family, friends, leisure, and even volunteering activities. A comfortable life or maginhawang buhay means freedom from hunger and poverty, having a home, and accessing convenient and affordable transport media. A secure life or panatag na buhay connotes peaceful communities, longevity and health, comfortable retirement, and enough earnings for daily sustenance and savings.
