On the day of his State of the Nation Address (SONA), President Rodrigo Roa Duterte submitted to Congress the proposed 2019 cash budget amounting to P3.757 trillion. The proposed cash budget which is equivalent to 19.3 percent of gross domestic product (GDP) is marginally higher compared to the 18.9 percent in 2018 (Table 1).
