The President has submitted to Congress a cash-based budget of P3,757 billion for the fiscal year (FY) 2019. This is about P10 billion lower compared with the obligation-based budget of P3,767 billion this year (2018). According to the Department of Budget and Management (DBM), it is not entirely appropriate to compare the 2019 levels with the previous years—as it is like comparing “apples and oranges”. While this paper presents variances, the intention is to be able to identify the agencies and expense class that particularly increased despite the shift to a cash-based budgeting system.>>read complete document
