The tourism sector is considered one of the pillars of the country’s economic recovery after the peak of the Covid-19 pandemic. Fast-tracking programs is meant to address infrastructure deficiencies in tourist destinations in accord with the National Tourism Development Plan (NTDP). The Department of Public Works and Highways (DPWH) and the Department of Transportation (DOTr) have been mandated to establish a tourism infrastructure program under the Plan. On January 19, 2012, the Department of Tourism (DOT) and the DPWH signed a Memorandum of Agreement to launch the DOT-DPWH Convergence Program for Enhancing Tourism Access aimed at creating a system for planning, identification, evaluation, and funding for roads leading to tourist destinations. Tourism-related projects under the Program include the Tourism Road Infrastructure Program (TRIP) and the Kalsada Tungo sa Paliparan, Riles, at Daungan (KATUPARAN) Program.
