Safe Cities Index (SCI) is a global policy benchmarking tool developed to measure urban safety. It states that for a city to be safe, clean government is a fundamental requirement. House Bills (HBs) in the current Congress (19th) seek the development of sustainable cities and communities in the country and the establishment of a developmental, standardization, and incentivization framework for the formation of smart cities nationwide. As reported, cities fall short on their promise of prosperity for all, and poverty incidence in urban areas remains prevalent at 12.5% in 2012 (HB 71). Furthermore, pollution, poor infrastructure, low mobility, inadequate utilities, and health and safety concerns are some of the issues faced by many Filipinos living in dense metropolitan areas (HB 1024).
