The World Justice Project defines Rule of Law (ROL) as a durable system of laws, institutions, norms, and community commitment that delivers the following universal principles: Accountability, Just Law, Open Government, and Accessible and Impartial Justice. The ROL 2022 states that adherence to the rule of law fell in 61% of countries over the past year. These declines are widespread and extreme during the earlier years when COVID shutdowns dramatically disrupted justice systems and curtailed civic liberties.
