The Education Service Contracting (ESC) scheme is a partnership program by the Department of Education (DepEd) with certified private schools aimed at decongesting overcrowded public schools. Republic Act No. 8545, otherwise known as the Expanded Government Assistance to Students and Teachers in Private Education (GASTPE), provides the legal basis for the ESC. The ESC bestows grants to ‘poor but deserving’ elementary graduates to attend private secondary schools subcontracted by the government.
