The General Appropriations Act (GAA) states that the President, Senate President, House Speaker, Chief Justice, Heads of Constitutional Commissions enjoying fiscal autonomy, and the Ombudsman are authorized to augment any item in the GAA from savings in other items of their respective appropriations (Section 53 RA10155).>>read complete document
