Based on the report of the Department of Budget and Management (DBM), overall cash utilization of the different agencies/departments improved from87% in 2014 to 94% in 2015. Recall that underspending by the public sector is partly blamed for the low economic growth of the Philippine economy in recent years. As shown in Table 1, Other Executive Offices (OEO) registered the largest change in utilization rate by 20 percentage points from 66% in 2014 to 86% in 2015.
