Earmarked revenues are required by law to be used for designated activities or purposes. Republic Act 7722 established the Higher Education Development Fund (HEDF) in 1994 for the exclusive purpose of strengthening higher education in the country. 

Table 1 shows that contributions to the HEDF come from the following sources: a) 40% of travel tax collection of the Philippine Tourism Authority (PTA); b) 30% of the registration fees collected by the Professional Regulation Commission (PRC); and c) 1% of the gross sales of the lotto operation. For the period 2012-2015, total earmarked revenues from these sources amounted to P7,601.8 million.>>read complete document
