The Congressional Planning and Budget Research Department is pleased to share with you its Special Publication entitled, Economic Triple Shock: Assessment and Remedial Measures, written by Mr. Romulo Neri, former Director General of the Congressional Planning and Budget Office, CPBRD’s predecessor. Mr. Neri is a former professor at the Asian Institute of Management, but has also served the government on various capacities, namely, Socioeconomic Planning Secretary and Director-General of the National Economic and Development Authority, Secretary of the Department of Budget and Management, Chair of the Commission on Higher Education, and President of the Social Security System.
Mr. Neri’s paper presents an assessment of the current socioeconomic situation of the Philippines, identifies the challenges and remedial responses thus far taken, and offers paradigm shifts and strategies to address the challenges. Rich in situation analyses and policy recommendations, the paper can be useful to the House Members and their staff particularly in crafting legislation, undertaking committee work, and exercising the congressional oversight function. The paper has benefitted from Mr. Neri’s years of experience in government, the private sector, and the academe.
