The President has elevated to the top of the government’s reform agenda the  proposal  to  change  the  country’s  form  of  government  from  a  unitary to a federal system.  In line with this, more discussions on changes in the 1987 Philippine Constitution are forthcoming to pave the way for the federal system in the Philippines.

Prior  to  the  conduct  of  this  case  study,  the  Congressional  Policy  and Budget Research Department (CPBRD) and the Institute for Autonomy and Governance  (IAG)  jointly  organized  a  lecture  series  on  federalism  in  an attempt  to  learn  from  the  experiences  of  older  and  existing federations. However, even countries that serve as models of federal systems continue to evolve as new issues and challenges emerge.
