Even though the contribution of GOCCs to the economy is difficult to ascertain, Congress appropriates every year for budgetary support to government corporations (BSGC). It may be ironic for the National Government (NG) to be spending for GOCCs thatare expected to be more financially independent because of their corporate nature.
