Under the Constitution, the Legislative power is vested in Congress (Article VI, Section 1) while the Executive Department is mandated not only to preserve and defend the Constitution but to execute its laws (Article VII, Section 5). It is in this context that every enacted law is required to be implemented. For the rule of law to prevail, it is incumbent on the part of Legislative and Executive branches of government to see to it that laws are funded and implemented.
